Posibilities and Needs of Information and Computer Technologies Exploitation by integrated rescue system

This work illustrates and discusses the fundamental theoretical and practical problems of using information and computer technologies, and analyzes the possibilities of forwarding information and data about emergency situations towards forces and resources of the Integrated Rescue System and among the regional emergency operational centers of the integrated system. Its content is focused on addressing and eliminating these problems through a modernization that can be made by the adoption of projects that use advanced computer and communication technologies. The implementation of these technologies at all regional operational centers of basic bodies of the Integrated Rescue System is an absolute necessity. Information and computer technologies would enable the realization of the objectives and purposes of the integrated rescue system after the implementation of the common modern architectures in the future.

Means of communication between the place of the intervention of the integrated rescue system and operation and information center of the integrated rescue system.

The basic pillar of the mediator between the people in need and the IRS are operational centres of basic IRS bodies. These centres not only receive emergency calls but also activate and control the IRS components in rescue and relief work. This bachelor thesis is about securing the communication between the point of intervention of the IRS and the operating and information centre of the IRS. In the introduction to the theoretical part, there is a brief description of the integrated rescue system and its basic legislation. There are also presented operational and information centres IRS, including their duties and characterization telephone PSAP 112. Another chapter deals with the connection between the OPIC IRS and the IRS on the ground. The last but not least chapter is devoted to radio stations, analog and digital radio network and a comparison among them. The last chapter briefly describes further means used for communication between the OPIC IRS and the IRS on the ground, and that is the mobile phone. The aim is to point out the ways of communication between the point of intervention of the IRS and the IRS OPIS regions and to propose any possible improvement. A method of controlled interview has been used to conduct the survey and to obtain information from the operational centers of FRB regions. The content of the questionnaire included questions focused on operational management in 2014 and questions aimed at obtaining information related to communications with the IRS on the ground. Graphs have been drawn up based on above mentioned questions. These questions needed to be evaluated also by the people involved in it, which is why the practical part has been complemented by short, structured interviews with members of IRS. There were six interviewees, two of whom are members of the Fire and Rescue Service CR, another two of the EMS and the last two of the P CR. The members of IRS from South Bohemia were chosen deliberately, the others on the recommendations of the squad leader at the fire station in Jindřichův Hradec. Based on information gathered from OPIC IRS was found that the most commonly used means of communication with the IRS on the ground are digital radios. The research also found out that there frequently occur a lot of faults. The biggest problem is noise and interference, which often leads to incomprehensibility. The survey also showed that OPIC IRS would appreciate a better overview of the exceptional event. Members of IRS agreed that the primary problem is the incorrect or incomplete transmission of information from OPIC IRS. Noise, interference and inconsistent information systems are another problem. Even though the communication between OPIC IRS and the IRS on the ground is better than it used to be, there are still shortcomings. OPIC IRS should put more emphasis on obtaining information from the notifier to make it more accurate. Based on the information, I have recommended introducing audio visual transmission from the place of the event. Audio visual transmission is beneficial for rapid assessment of the situation and has an irreplaceable role especially in retrograde analysis procedures. For this work was based research question: Is the method and content of communication between the place of the intervention of the IRS and OPIC IRS in accordance with the laws and internal regulations. In the present are the methods and content of communication between the place of the intervention of the IRS and OPIC IRS in accordance with the laws and internal regulations. I have also recommend creating the order of digital radio network PEGAS where the conditions for the use of the radio communication system Pegasus have been defined.
